Drive to the crime scene.
When you arrive at this hit-and-run crime scene at Fancy Shoes 
on Beverly and Heliotrope, the reporting officer says it should be easy to find the offender; he left his car behind and hoofed it! Before the cinematic ends, a witness says he saw the guy run into a nearby alley.
Locate the hit and run suspect.
Run forward and veer left into the first alley. The hiding suspect is in the first clearing, down the exterior stairwell, behind the red transfer trailer. Find him, then subdue him!
Subdue the hit and run suspect.
Your partner is likely to assist in this fistfight. Dodge attacks and throw punches until you’re prompted to perform a grapple attack, then do this to finish him off and make the arrest.
