KGPL reports shots fired and an officer needing help at Shatto and Valencia. Code Three (wants you to come in with sirens and lights), all other units Code Two (no sirens or lights).

Drive to the crime scene.
When you arrive on the scene at Shatto and Valencia 
a uniformed officer briefs you on the situation. A routine traffic stop turns up loads of weapons in a trunk. Bullets start flying and the suspects snatch up the guns and one of the cops. They head to higher ground and make a stand on top of a building. The captive officer is alive, but who knows for how long.
Subdue the armed suspects.
Remain where you start the mission, behind cover of the original police cruiser. Carefully pop up to shoot the two gunmen visible on the top of the tall building. A third gunman is also positioned on the lower rooftop to the right of the building. Once the two gunmen on the tallest building are down, quickly move and take cover behind the next car to your right. Pop up and shoot the third gunman on the lower rooftop, then sprint to his location.
Follow your partner, who’s climbing up the pipe on the wall near the alley. On the next rooftop, you’ll find the body of the gunman you killed and his weapon. You do not need his weapon. Climb the nearby ladder to the rooftop and prepare for some precision shooting.
Climb to the rooftops.
When you reach the rooftop, you find the last gunman with his pistol to an officer’s head. There is no cover; just shoot the gunman before he kills the hostage. Failure results if you wait too long and the gunman shoots the hostage, or if you accidentally do this on your own.
Incapacitate the suspect before he fires to save the hostage.
The trick to completing this challenge is to avoid adjusting your aim at all as you exit the cinematic lead-in. In the first moment of the challenge, the gunman puts his head into view to the right (your left) of the hostage’s head. As soon as this happens, shoot. The gunman goes down and the case is closed.
You could also aim and shoot the gunman’s arm, which is an easier target. However, you have a narrow window of opportunity to put a couple more bullets in him as he releases the hostage. You must quickly pull off a few more deadly rounds before he shoots you or the hostage.
