A citizen reports a possible 415 (disturbance) at Olvera Street Plaza.

Drive to the crime scene.
You arrive at Olvera Street Plaza 
to discover a domestic dispute between an old couple. The old man with the gun accuses the lady of cheating on him. She takes a swing at him and he quickly grabs her arm. A nearby police officer gets caught up in the dispute and gets shot.
Subdue the armed suspect.
After the opening cinematic, Phelps is in an alleyway facing the scene of the crime. Find the suspect on your map and move cautiously into the plaza while looking for available cover.
Ironically, an out of control pickup truck nails the lady in the dispute and knocks her unconscious on the ground. Sprint around the truck heading right through the main plaza pathway. Continue forward until you spook the old gunman from his hiding place behind a row of stacked pallets on your left.
He pauses at the end of the pallet row, then runs for more cover further down the street. This is your opportunity to gun him down as he flees and takes hurried potshots at you. If you miss, there are plenty more opportunities to shoot at the old boy from behind the many objects that can be used for cover in this plaza street.
