This is a stage that is about being hip-deep in angry cats.
The two Archers on top of the windmill are apparently stapled to the roof. They will not move under any circumstances, and they’re high enough off the ground that the only realistic way to reach them is to use the Warp Panel on top of the wrecked tower nearby.
Getting there, however, will require you to wade through a big pile of Cait Siths, all of whom will be setting you on fire and hitting you with fish and laughing off half the damage thrown at them the entire time. You’ll want to bring a balanced party of monsters and humanoids to this stage, in order to get around the Cait Siths’ damage reductions, and plow through them one and two at a time.
Once everything else on this stage is dead, the Archers will harass you with surprisingly powerful Ice spells from their perch on top of the tower. At this point, have someone walk over to the Warp Panel so they can teleport to the windmill’s roof and finish off this stage.

This is another one of those stages where it comes in handy to not deploy your entire roster right off the top. You can send one guy into the red Geo Panels by your base panel to sit on the Invincible Effect and not die while the entirety of Petta’s ground crew works him over. This means he’ll lose 20% health from the Ally Damage Effect, but it beats the 100% health that he’d likely lose if he just waded into the Belladonnas and Genies.
On your second turn, have the rest of your team pop out of the base panel like a jack-in-the-box of death and wipe out the opposition. The Genies are very weak against Ice spells, and given their Evility, messing around with them in melee range is a good way to get somebody Counterattacked to death. It’s easier just to crush them with icebergs and forget about it. The Dark Elders and Belladonnas are easy to defeat.
At this point, you’re left with nothing else on the stage besides Petta and her Bow Master buddies. The issue is this: the Bow Masters can snipe at you from the top of the windmill with Star spells, but you can’t reach them because the only other panel on the windmill’s roof is occupied by a Null Symbol. You have to figure out a way to get rid of that Null Symbol despite it being Invincible, and without destroying the green Geo Symbols on the back wall that are providing Jumping Power buffs.
Fortunately, a character with a Jump of 25 or higher doesn’t need the full 200% from all four green Geo Symbols to reach the top of the windmill. Move the yellow Geo Symbol off the red Geo Panels and onto neutral ground. Then Throw two of the green Geo Symbols onto the red Geo Panels at the base of the windmill and use one to destroy the other. This bypasses the Invincible Geo Effect and flips all of the red Panels to green. The ensuing Geo Chain will destroy all the Geo Panels on the map except the yellow Panels on the back wall, which still leaves you with enough boosted Jumping Power to reach the windmill’s roof. Then you can Lift and Throw Petta down to ground level and let the rest of your team Combo Attack her to death.
In the event that you screw up and end up clearing all the Geo Symbols off the map, which is very easy to do, the Bow Masters will hop down from the roof to fight you directly. Petta herself is content to remain on her windmill until the heat death of the universe, so you’ll have to go up and get her. Your options at this point include having a Thief construct a couple of Wooden Boxes on the back wall or constructing a tall enough stack of characters that you can launch a single unit up onto the roof with Petta with the Tower Throw Skill. Whoever it is will have to be reasonably powerful, however, as Petta’s unique Skills all hit like a ton of bricks.
You’ll receive another 50 free points at the Cheat Shop for defeating and recruiting Petta. She joins up at level 250, wearing a Nine Tail, Lunar Orb, and Pravda Pendant. Weirdly, despite how she acts when she’s an enemy unit, Petta is more inclined toward a support role, with strong Weapon Masteries with Guns, Bows, Staves, and Books. Her Evility is a passive boost to the magic range of any nearby allies, which has about a thousand potential uses and elevates her to the A-list by itself.
Her weapon, the Zetta Book (Replica), is another “joke” weapon. Its stats are nothing special, but you need it to complete your collection of Books for the Item Hoarder Trophy.
