Tessa begins offering her quests after you complete Chapter 37: Titanopolis. Look for her just outside Eon’s Academy. Not every quest is available immediately. Additional quests are unlocked as you advance the Adventure. After completing three quests, you must wait a day before Tessa offers additional quests.
