Lead One: Identify the Suspects
Go to the K-Bar to speak with Ilyana. She doesn’t know of any strange activity on Katushka’s behalf, but suggests that one of her favored customers, Mr. Chan, may know something. He is sitting in a nearby booth with another pair of hostesses. He’s initially hostile to Wei, but Fast Talking him has him singing a different tune very quickly, promising to help the Sun On Yee any way he can.
You learn that Mr. Chan was helping Katushka pay rent and buy clothes and jewelry in exchange for her “appreciation”. Like Ilyana, he hasn’t seen her for a week. She last tried to get him to set her up a citizen’s visa. Chan provides the address to her apartment. Leave the K-Bar through the back door.
Katushka’s apartment is very close to the K-Bar, but requires some work getting to. Start off by climbing the crates just outside of the back door to the K-Bar. You’ll reach the rooftops, and after a short run you’ll eventually come across a locked gate that needs to be picked open. Climb up the wall just past the gate to reach the balcony to Katushka’s apartment.
The place is ransacked, either as a sign of struggle or from the kidnappers looking for anything of value. Investigate the phone when prompted, then go toward the refrigerator to inspect the documents pinned to the door. Take a picture of the documents, and then call Teng with an update. The documents have a phone number that Wei wants Teng to run through the police database.
The number belongs Yar Kwai “Fisherman” Lai, an affiliate of the 18k, proprietor of several waterfront businesses, and possibly a smuggler. It turns out that Lai is a big gambler, visiting an establishment in Central. Wei intends to plant a bug on him by losing a game of poker.
Lead Two: Entrap the Suspect
Wei needs to dress the part of a gambler first, so visit the Aspirazone at the waypoint for the second lead in the case. With the disguise acquired, you need a boat to reach the gambling barge. Go to the docks near the Aspirazone marked on the mini-map to steal a boat.
Item Acquistion
Near the boats, you can find a Lock Box lying between a set of concrete pillars. If you haven’t been Lock Box hunting, you can pick this up on the way to your objective.
The gambling barge you need to visit is currently floating off of the northern coast of Central. Once you get to the barge, dock your boat and climb aboard. If you want access to the tables, you need to speak to the bouncer first. Once inside, you need to talk to a hostess to set up a game.
Item Acquistion
Another Lock Box can be found on the deck of the boat, lying on a catwalk to the left of the entrance to the casino.
After you’ve talked to the hostess, you can pick up a Jade Statue mounted atop a desk to the right of the entrance.
Yar Kwai Lai isn’t interested in your reputation as Sun On Yee, he only cares about your money. After speaking with him, he sets up a game of Poker Mahjong. Winning or losing isn’t important for the first three hands, but if you put a little time into studying the various “hands” you can draw, and pay attention to the value of the tiles in both your hand and your opponent’s hand, you can make a tidy profit during the first three hands.
Before the fourth hand, Wei makes his move, and suggests Ilyana as a potential prize should Lai win. Attempt to lose this hand. After the loss, Lai makes the arrangement to have Ilyana presented to him at the docks in Central. After leaving the casino, call Ilyana with an update. She’s not entirely pleased with the plan, but neither is Wei. At the very least, you have a trap ready to spring on Lai.
Lead Three: Rescue the Victims, Close the Case
Ilyana will go to the docks and wait for Wei to take her to the deal. She is quite nervous, but Wei promises to keep track of her using a special beacon planted on her. Yar Kwai Lai walks up from the dock to collect his prize. Once he and Ilyana climb into a boat, take a picture of it before it gets too far away to see either Lai or Ilyana.
Now begins a series of races against time. Take the nearby motorcycle and drive as quickly as possible to the next waypoint. You have less than one minute to make it to the waypoint, otherwise you’ll lose track of the boat and fail the mission. After the first waypoint, you are given another thirty seconds to reach a second waypoint, with another thirty seconds provided to reach a third waypoint.
The fourth waypoint gives you a just over a minute to reach it. You’ll have to navigate a tighter set of streets to reach it, and it’s easy to blow past the blocked-off side passage that leads to the waypoint at the dock. Keep your eyes on the GPS to know when the turn off is coming up.
Once you get to this final waypoint, the boat you were tracking refuses to show up. You need to steal a boat and travel to Ilyana’s last known coordinates. You’ll pass by a large sewer entrance on the way to the new waypoint, and you’ll have to park the boat and swim your way in.
As you sneak into the sewer, Lai’s boat leaves the area. As you go deeper into the sewers, you’ll find a cage that holds numerous kidnapped women inside it.
Item Acquistion
On a raised section to the left of the cage, near a table and some chairs, you can find another Lock Box hidden off to the side.
As you approach the cage, a number of guards charge into the room, armed with an assortment of guns. Pick up the nearby pistol and take cover. The first wave starts off with a height advantage, but they have to greatly expose themselves to take shots at Wei. A second group of guards will enter from doors close to the cage itself. After the guards have all been dealt with, pick the lock on the cage to free Ilyana and the other girls. The rescue wraps up both the third lead and the entire kidnapping case.
Inspector Teng calls in the aftermath of the rescue. The HKPD have nabbed Fisherman Lai and the remnants of his crew, and have charges drawn up for everyone involved in the human trafficking ring. Another twenty-two girls were recovered hidden in other locations, and if Wei hadn’t come along they’d have all ended up in much worse condition.
