The meeting location is not very far from the docks. Once you arrive, some gangsters will pat you down to make sure you’re not armed. They then direct you to where Jackie is, underneath the freeway a short jog away.
You reunite with Jackie, and the mission is over.
Wouldn’t that be nice? It’s actually an 18k ambush, led by a mountain of a man who goes by the moniker “Horseface.” Garage doors at the meeting point open, revealing a group of gangsters out for your blood, many of whom are armed with blades. After they’re taken out, Horseface himself leaps down to deal with you. He’d be a pretty intimidating dude if there weren’t so many convenient knives lying around on the ground from the other thugs you whipped. Pick one up and cut him down a few notches.
After Horseface collapses to the ground, pick him up and drag him over to the nearby table saw to interrogate him. He quickly gives up the goods on 18k’s head enforcer: Zi Wai. Get back up to street level, then call him up and prepare to do a phone trace to get a fix on Zi Wai’s location. The gangsters who patted you down when you first arrived complicate things by destroying the ride you chose to get there. Not a big deal, as the phone trace reveals that Zi Wai is very close by.
Zi Wai immediately bolts, taking a motorcycle, along with a few buddies who take their own bikes, when Wei rounds the corner. Wei climbs in a nearby car to give chase, and is immediately led to the freeway headed to Kennedy Town.
Funny thing about cars versus motorcycles: The motorcycle will always lose when it comes to high-speed impacts with a car. Demonstrate this to Zi Wai’s escorts while you try to close the gap with him.
Eventually, Zi Wai ditches his bike in front of a convenience store and sprints out of the back exit. Leave your own ride and follow him. He will lead you on a merry chase through Kennedy Town, eventually reaching a small open-air shopping center where a number of his goons are waiting for him and you. Zi Wai draws a knife, making him a serious threat among the gaggle of thugs that come to his aid. Once he and his crew are beaten, pick up Zi Wai’s phone to find where Jackie has been taken: Atticus Island.
Next, call up Old Salty Crab. Wei will explain that he needs a boat and weapons prepared for him.
Old Salty Crab waits for Wei on a beach close to the main freeway, having readied a boat filled with ammo for an SMG. You’re ready to rescue Jackie!
The 18k have more numbers than brains though, and they insist on putting up as much resistance as possible, driving after you in their own speedboats. Aim for the people inside the boats if you want to quickly eliminate the threats. If you instead want to cause some explosions, concentrated fire on the boats themselves will take care of the problem. After the 18k has had enough dying for one day, they will back off, allowing you to drive the rest of the way to the island where Jackie is being held.
The rescue is an emotional one. Jackie can scarcely believe he’s alive and that Wei came for him once more. But he’s done with everything. He wants and needs out of the Sun On Yee. Wei is focused on the election. If Jackie tells everyone that Big Smile Lee handed him over to the 18k as part of his power grab, it’s over for him. Wei wants to scope out the building the election is to be held in to see if there are any more unpleasant surprises, but Jackie is in no condition or mood to do more work. He wants to take a walk.
With nothing else really pressing Wei for the moment, there’s no better time to head to a safehouse to grab some sleep.
