From the mission gate, head all the way past the merchant until a small staircase next to a fading crucifix leads up through an archway. Stop and turn right, then left once you’re inside the structure. In this small area you find this Document and an Explorer Backpack.

Get on the second level of the tower by using the rope line from the road leading to the mission. Shoot a second rope line from the tower to a post in the opposite direction from the road (it will be right in front of you). Travel across the rope and then turn left to find this Monolith.
