LEVEL OVERVIEW
The D.E.C. entrance can be reached in two ways. You can blow open the locked door with fireworks in the construction area, or you can pay Jamface with Scrap Metal to fix the Windmill. Either way takes you to the D.E.C. entrance. Before you use the hatch to enter the D.E.C. proper, you have three rewards you need to find.

You will enter either through the locked door in the construction area, or you’ll be dropped through the tube from the Windmill.
To access the red chest behind the rock with the big crack in it, you need to blow the wall apart. Using the same method you employed to blow open the locked D.E.C. door, return to the fireworks shed, drag the fireworks down, and use Oswald’s Electricity to ignite the fireworks and destroy the rock wall. The red chest holds a Gold Pin.
Gold Pin
A rare Gold Pin sits inside the red chest in the D.E.C. entrance. To gain access, you must blow open the rock wall with fireworks from the construction area.
Oswald can zap the blue chest’s control panel to open the lid. Inside you’ll find Part 79-B, which Jamface needs to fix the Transport Tubes in town.
Part 79-B
Obtain Part 79-B from the blue chest in the D.E.C. entrance. Return the part to Jamface at the top of the construction site, adjacent to the fireworks shed. He will use the part to repair the Transport Tubes. Now you can stand on the circular area next to the fireworks shed, and it will shoot you out of a hole up on the roof of the Penny Arcade.
Oswald can zap the control panel on the north side of the room to open the sliding door in the corner. Step inside, conduct a Spin Attack, and gather up extra resources from the shattered chest.
Once you’ve completed everything in Mean Street North, open the access hatch to the D.E.C. and continue your journey toward OsTown.

It may be an effort to cross the big gulf that the quakes have left on Mean Street, but when you do finally navigate both Mean Street South and Mean Street North, you complete this challenge. Now get cracking on completing all the quests the denizens of Mean Street have given you.
