Vehicle upgrades are rewarded as part of completing districts. You get to pick a vehicle upgrade on the second and fourth district you take over, no matter which district it is. Vehicle upgrades are applied to the Associate Vehicle Delivery vehicles only. Vehicle upgrades are viewed and selected via the Arms Dealer van. By recruiting Cassandra, you gain access to this Associate. As you increase Earn for Underbosses, they will give you access to their Associates and upgrades to their Services. You can view future upgrades for the Arms Dealer in the Assets Menu under Associates & Upgrades.
