Meet with Donovan (Tickfaw Harbor)
Prerequisite: Complete “An Emotional Attachment”
Travel to the bus bench outside the Baby Bear BBQ & Beer restaurant (1) in the Tickfaw Harbor district. John Donovan pulls up in a surly mood; New Bordeaux’s heat and smell remind him too much of the Mekong Delta.
He reports that Frank Pagani is the lieutenant who runs the district and reports directly to Tommy Marcano, Sal’s brother and capo. Pagani has a cargo ship called the Tanager that smuggles illegal goods in and out of Cuba—in fact, he’s in Cuba right now. Lincoln’s plan: draw him back by hitting his businesses, all centered around stolen cars and freight.

RACKET: Auto Theft
Talk to Gina Kowalski
Prerequisite: Meet with Donovan (Tickfaw Harbor)
Activate this objective and follow the trip route to big auto garage (1). Climb the stairs to the second-floor office and talk to Gina Kowalski. Gina tells you about Junior Holland, the man running Pagani’s car theft operation. She says Junior works out of the nearby Best Oil station, running high-end stolen cars locally and also shipping to customers out of town.
Destroy Stashed Cars (6)
Six valuable stolen cars are stashed around the district. They won’t appear on your map, however, until you wiretap the sectors where they’re located. (We’ve also marked their locations on our district map.) In most cases, you find the vehicle guarded by only two or three of Junior’s goons, so securing the site isn’t usually difficult.
The boosted cars are usually parked next to explosive barrels or tanks or gas cans that you can detonate with gunfire to destroy the vehicles.
Kill Junior’s Pro Car Thieves
Wayne Roussel
Activate and follow the route to a car-filled lot next to a three-story freight office (2) by the railroad tracks in northern Tickfaw Harbor. The sector Junction Box (circled in our shot) is on the back wall of the building, so get it wiretapped first.
Climb the back stairs, pry open the locked door, and move through a waiting room with a sofa. Open the opposite door and sneak up behind the mobster on the porch when his back is to you for a silent takedown. Grab the rifle he drops and the $1500 sitting on the power box.
Wayne Roussel is down below in the lot, checking under the hood of a stolen car. He’s got four thugs for backup, including a Sentry. Toss down a Screaming Zemi next to the car to draw them closer together. Then toss a grenade down to detonate the car and take them all out. If any survive, pick them off with your rifle. Taking down Wayne inflicts racket damage.
Darrell Brand
Darrell and his crew are inspecting stolen vehicles and loading them into cargo containers at Tickfaw Harbor’s big commercial shipping dock (3). Towering stacks of containers and crates are everywhere, so cover is plentiful.
Sneak to a spot where you have a clear line to the location and toss a couple of grenades and/or Molotovs at the car nearest the thugs. Immediately follow up with gunfire to take down any survivors, especially if one is a Sentry. Be sure to take down Darrell for more racket damage.
Destroy Boosted Car Shipment
This is the motherlode of racket damage. Travel to a complex of four large warehouse buildings in west-central Tickfaw Harbor. The northeast building (4) houses a shipment of ten sleek, high-end stolen cars that Junior is prepping for sale to foreign buyers. Wiretap the Junction Box (circled in our shot) near the building’s northwest corner for full Intel View. Then take cover at the stack of crates.
Whistle to lure the nearby pacing guard for a takedown then move to cover at the door. You can try to whistle over the remaining crew or just start tossing grenades at cars. The explosions not only cause racket damage per car, but they can also take out any remaining mobsters. Look for red explosive tanks to target too. Be sure to explore the warehouse after the destruction is wrought; you’ll find several healthy stacks of cash.
Find and Kill Stolen Car Runners
A stolen car driven by a “car runner” will spawn periodically in front of you. The runner is marked with a “Kill” icon, visible above the car. To complete this objective, you must kill the runner (the driver), so you don’t need to destroy the vehicle.
The stolen cars often appear in the oncoming lane, driving toward you. Try to swing your vehicle across its path, then hop out and either shoot the driver through the windshield or toss a grenade under the car. If the car gets past you, chase it down, shooting at its tires to disable it. Then hop out and gun down the driver. Taking out each “Kill”-marked car runner inflicts damage on Junior’s Auto Theft racket.
Talk to Gina Kowalski
Return to Gina (1) to learn that Junior is back at the Best Oil station making life hell for his underlings. Time to pay him a visit.
Confront Jack “Junior” Holland
Activate this objective and follow the trip route to the Best Oil auto service lot (at (5) on our district map) in southwest Tickfaw Harbor, Pagani’s chop shop for high-end automobiles. (Be sure you’ve wiretapped the sector box first.) It’s a big lot with several buildings surrounding it, so keep an eye out for emerging enemies using Intel View. Move along the east perimeter and find the side entrance (A).
Lure over the nearby guard for a takedown. Then move along the blue/white brick wall to take down the guard just around the corner, leaning on the wall.
Stick to the right wall, moving stealthily through the covered passage and along the striped road barriers around the right side of the lot (B). Keep using Intel View to spot any guards posted ahead, and use the wrecked cars and for cover when you need to hide.
Once you work your way around the curve to the left, you see the blue trailer across the lot. Junior Holland is inside that trailer. Stick to the right side as you approach, using tire stacks and a shipping container open on both ends (C) for cover as you advance toward Junior in the trailer (D).
Keep checking your Minimap and Intel View—don’t get surprised by Sentries. When you get to the trailer, rush in and incapacitate Junior. Then kill or recruit him to take control of the Auto Theft racket. Assign it to an Underboss.
Securing the first racket in the district (whether Auto Theft or Smuggling) unlocks a new Tickfaw Harbor chapter called “The Connection to Cuba” with its new mission: “Kill Frank Pagani: The Setup.” In this walkthrough, we’ll complete that mission before we secure the district’s other racket, Smuggling.
