Tac-Vests add a layer of protection to your health bar. It appears as a blue line over the green health bar. When armor is worn, it takes the beating before your health does. Tac-Vests are found in armor cabinets, which look just like weapon lockers. These are highlighted yellow in the environment when the local junction box has been tapped and Intel View is used.
