Talk to Emmanuel
Head to Emmanuel at the boathouse (1) behind the First Baptist Church in Delray Hollow. Emmanuel, Cassandra’s Lieutenant keeps a steady supply of weed coming into the city, and he’s very cautious when it comes to new acquaintances. This Haitian priest/drug runner and Lincoln don’t exactly hit it off, but they agree to work together.
Emmanuel’s jobs consist of driving to a drug boat location and defeating enemies around the boat (if present), and then taking the boat into the bayou and picking up airdropped drug crates. Once you’ve picked up three crates, drive to the nearest friendly boat dock and exit the boat. Then drive the automatically transferred shipment to a friendly Racket marked on the map.
Get To The Smuggling Dock
Access the map and highlight the first task in Emmanuel’s “Are We Cool” objectives panel. This creates a route to the small shack and Smuggling Dock (2) on the easternmost riverbank in the bayou. Stop your car away from the house and approach on foot. With Intel View you’ll spot three rednecks in and around the house.
Get In The Boat
You can hop through the open front window and rush and brutally take down the redneck in the house before he knows what’s going on. Next, instead of opening the backdoor and alerting the redneck on the other side of it, simply jump out the back window and take him down quickly. Sneak up to the last redneck who’s standing at the end of the dock facing the smuggling boat. Take him out and enter the boat.
Drive To The Drop Location & Wait For The Drop
Drive the Samson Raider toward the purple Fleur-de-lis icon out in the river (3) heading northeast. Look to the skies and you’ll see a prop-plane fly over and drop crates in the water. Follow the marker on the minimap to the nearest floating crate of weed.
Take The Weed Delivery
Slow the boat down (you can’t pick up the crates if you are going fast) and stop over the crate. Press down on the D-Pad to pick up the crate. Pick up all three crates this way.
Deliver The Weed to a Friendly Racket
Once you’ve picked up all three of the drug crates, open the map menu and look for the friendly Racket dock location(s). They appear on the map as purple down arrows. As you look at your map, you’ll notice you may have multiple friendly Racket dock options. Study the possible routes that you’d need to take to reach the nearest docks, and then decide which would be the easiest route for you. In our case, it’s the dock to the north (4) in Southdowns.
Drive along the river or channels taking the most direct route to the nearest friendly Racket dock, and then park the boat in the red marker. When you stop, you and the drugs are automatically transferred to the drug smuggling truck. Now open the map and purple down arrows will point out all the inland friendly Rackets where you can deliver the drugs.
You can choose to go to the nearest friendly Racket, which for us is just north over the bridge in Tickfaw Harbor (5). Or you could choose to go to a Friendly Racket near Emmanuel (1) in Delray Hollow. This way, after you make the delivery, Emmanuel will be nearby in case you want to pick up the next job. However, if you fear you may wreck the vehicle, we suggest delivering the drugs to the nearest racket to where you parked the boat.
Stop the truck in the red marker at the friendly Racket and get out of the truck to complete the delivery. You can continue the Trafficking operation to increase the Earn for your Underbosses’ Rackets. Helping your Underbosses expand their Rackets with Trafficking runs increases their Loyalty to you, while also allowing them to improve their net worth of Associates, and increase your potential Kickback.
Return To Emmanuel
Use your Valet to bring you a fast car, and then drive it to Delray Hollow to speak to Emmanuel (1) who is now in the back office inside the fellowship building behind First Baptist Church. After the cinematic, Emmanuel remains in the office. You can talk to him to pick up the next trafficking job. He has two more jobs very similar to this one. The only difference is the boat location and the amount of enemies guarding it.
