As previously mentioned, Garrett is able to trade with a shady merchant after “Chapter 1: Lockdown.” The merchant stands in the alley near Basso’s tavern, the Crippled Burrick, and offers a section of useful goods (see the following table). We highly recommend keeping a healthy supply of water arrows, blunt arrows, and rope arrows on hand at all times and to purchase the wrench, razor, and wire cutter tools as soon as they become available. Everything else really depends on your Playstyle.
Other merchants can be found around the City, and some even appear during certain missions. These guys aren’t as well stocked as the shady merchant, but they do sell the basics: arrows, food, and poppies. The walkthrough mentions these special vendors whenever they appear.
