As soon as you can, buy the Litter Box of the Future object. Lasers! Pew pew! Cats (and their Sims) are happier when the litter box is always clean.
Keep plenty of toys around so cats can amuse themselves. Buy the Pet Toy Crate item so cats can practice hunting. Also consider placing wall dancers, cat condos, and the cat jungle gym around the lot.
Feed your cat gourmet pet food. This helps your pet live longer.
Brush cats regularly to give them the positive Brushed moodlet, and to reduce the likelihood of hairballs.
Direct your Sims to give their cats lots of attention. That’s why cats have Sims, right?
