The Forbidden Palace
Going for a Diplomatic Victory means that you'll be cultivating the City-States around you for the votes they provide. Investing in Patronage Policies is a good way to cement those relationships, so getting access to the Forbidden Palace isn't going to take you out of your way. The bonus of extra votes more than pays for itself, letting you push your agenda and vote down propositions that don't favor your interests.

The World Congress, which unlocks once a civilization has researched the Printing Press and met all other nations, has replaced the United Nations Wonder.
The World Congress changes its name to the United Nations in the late stage of the game, after anyone has researched Globalization. After the name change, the ability to elect a World Leader and win through diplomatic means is unlocked.
