Fisher is a former agent of the top secret Third Echelon division of the NSA. He was the very first recruit for field agent status within the new Third Echelon, promoted by Col. Irving Lambert (Ret). Prior to his NSA career, Fisher was a Navy SEAL, a CIA operative within the Special Activities Division, and active with the Joint Special Forces Command. Over the course of his career, Fisher has served in hot spots such as Iraq (Operation Desert Storm) and Afghanistan as well as taking special assignments in North Korea, Russia, Panama, the former East Germany, and Georgia.
Fisher's personal life is marked with tragedy from the 1989 death of his wife (from ovarian cancer) to the 2007 drunk driving accident that killed his daughter, Sarah. These events, coupled with Fisher's training and combat experience, have made him a highly effective agent, able to see the world for what it is, not what Fisher wishes it to be.
Fisher values loyalty and honor above all. He is ruthless but not cruel, understanding when situations can be talked down versus those that require extreme violence. However, his grief over Sarah's death has led many within Third Echelon to question Fisher's ability to pull himself back from the edge.

Operation: Stop Georgian President Nikoladze from taking over Azerbaijan and launching a nuclear attack on America

This operation represents Fisher's first mission with Third Echelon. The investigation of two kidnapped CIA agents in Georgia resulted in the discovery of a plot by Georgian President Kombayn Nikoladze to assume control of Azerbaijan's petroleum supplies and an alliance with a rogue Chinese general. Attempts to stop Nikoladze's operation resulted in the deployment of cyber warfare tactics against the United States.
Energy infrastructure was temporarily disabled by using virulent software created by Canadian hacker Phillip Masse. The mission culminated in the discovery of a suitcase-sized nuclear weapon planned for detonation on US soil. Fisher neutralized Nikoladze, stabilized US-Chinese relations, and prevented the detonation of the nuclear bomb.

Operation: Prevent terrorists from releasing biological weapons inside America

American military assets were training East Timor's army to combat militants. The primary terrorist faction was Darah Dan Doa (Blood and Prayer), led by CIA-trained guerilla Suhadi Sadono. Following a Darah Dan Doa suicide bombing on an American embassy, Fisher was deployed to gather intel on the militant group and Sadono.
Fisher uncovered a plot codenamed Pandora Tomorrow to release a weaponized smallpox virus on American soil. After disrupting Pandora Tomorrow and apprehending Sadono, Fisher tracked rogue CIA agent Norman Soth, who had intercepted a smallpox bomb with intention to use it in Los Angeles. Fisher neutralized Soth and recovered the weaponized smallpox, preventing a deadly outbreak.

While kidnapped computer specialist Bruce Morgenholt was being tracked down in Peru (Morgenholt was an expert on the Masse code that previously disrupted electrical infrastructure in America), tensions in East Asia are strained to the breaking point by Japan's decision to "re-arm" itself with an Information Self-Defense Force (I-SDF) to combat cyber warfare. The United States Navy sent the USS Walsh to the Yellow Sea as a sign of solidarity with Japan against aggressions by China and North Korea.
After a North Korean missile sinks the USS Walsh, America is drawn into a declaration of war over protests from North Korean government officials that the strike was unintentional. With the recent discovery that the Masse code was in the wild, Fisher was sent to determine whether or not North Korea is telling the truth.
Fisher learned that the Masse code was used by a private military company called Displace International to launch the missile and initiate war for profiteering. After Fisher stopped Displace, I-SDF agents led by Admiral Otomo managed to secure the Masse code and plotted to use it as leverage against the Japanese government.
Unless the Japanese government relinquished control to Otomo, I-SDF planned to use the Masse code to launch a North Korean missile at Japan.
Fisher prevented Otomo from deploying the missile and captured him so that he could stand trial for his crimes before the United Nations.

Following his daughter's death, Fisher agreed to infiltrate John Brown's Army (JBA), a domestic terror cell. As part of this undercover assignment, Fisher had to engage in criminal activities in order to be sent to the same prison as Jamie Washington, a known JBA operative. Fisher escaped with Washington to further burrow into the cell, going so far as to aid in the seizure of a Russian tanker in the Sea of Okhotsk, which JBA allies wanted to use to deliver a bomb made of an experimental explosive called "red mercury."
Fisher's covert work uncovered a larger plot to detonate three red mercury bombs in Los Angeles, New York City, and Mexico City.
Fisher's loyalty to JBA came under question several times during the mission (it was finally put to rest when he shot Lambert in front of JBA loyalists), but his actions led Third Echelon to suspect that Fisher had gone rogue. After stopping the terrorist plot, Fisher disobeyed orders and eluded capture. Fisher was immediately considered AWOL and extremely dangerous.
