There are 23 enemies that you can Assess in the Grasslands. Note that if you missed out on White Terror and are stuck at 15/16, you can just move on to Chapter 3, and the fiends in the Mythril Mine will count towards your Grasslands total. Here’s every enemy that you can Assess in the Grasslands and their exact locations:

- Thunderclaw: Fiend Intel 6: Voltaic Canine.
- White Terror: Encountered in the Livestock’s Bane side quest.

You’ll find a Grasslands Wolf southwest of Oliver’s Farm in FF7 Rebirth, alongside an Orc.
Thunderclaw Location
Thunderclaw is only found in Fiend Intel 6: Voltaic Canine. You’ll find Fiend Intel 6: Voltaic Canine northwest of Activation Intel 6: Wastelands Tower, southwest of Kalm.
White Terror Location
White Terror is exclusive to the Livestock’s Bane side quest in the Grasslands in Final Fantasy 7 Rebirth and is found on the beach east of Fiend Intel 1: Voracious and Venomous. You can pick up Livestock’s Bane from the noticeboard in Kalm.
Toxirat Location
You’ll find a Toxirat southwest of Bill’s Ranch, roaming around with a Mu fiend.
Venorat Location
Venorat is exclusive to Fiend Intel 1: Voracious and Venomous. You’ll find Fiend Intel 1: Voracious and Venomous northeast of Bill’s Ranch.
Levrikon Location
You’ll find a Levrikron running around on a dirt path by itself southeast of Bill’s Ranch in the Grasslands.
Aggrevrikon Location
Aggrevrikon is exclusive to Fiend Intel 5: Picky Eater. You’ll find Fiend Intel 5: Picky Eater southwest of Kalm, slightly east of the Mako Pipeline Maintenance Warehouse.
Mu Location
You’ll find a Mu running around with a Toxirat southwest of Bill’s Ranch.
Mi Location
Mi is exclusive to Fiend Intel 3: Keepers of the Burrow, which is located west of the Abandoned Dock in Final Fantasy 7 Rebirth.
Mandragora Location
Mandragora is located west of the Thresher Waterwheel Cache, east of Kalm. It’s roaming around with an Orc.
Mandrake Location
Mandrake is exclusive to Field Intel 4: Wailing Weed. You’ll find Field Intel 4: Wailing Weed southeast of Kalm, west of Activation Intel 4: Plains Tower.
Elphadunk Location
Elphadunk can be found east of Excavation Intel 1: Bygone Settlement in FF7 Rebirth, northwest of the Forgotten Treads Cache.
Orc Location
You’ll find an Orc running around with a Grasslands Wolf southwest of Oliver’s Farm in Final Fantasy VII Rebirth.
Enmidunk Location
Enmidunk is exclusive to Fiend Intel 2: Bearer of Grudges, which is located in the southeast portion of the Grasslands, south of Activation Intel 2: Eastern Seaboard Tower.
Quetzalcoatl Location
Quetzalcoatl is exclusive to Classified Intel: Winged Lacertilian of Yore, which becomes available after interacting with four Lifesprings in the Grasslands. It is located east of Expedition Intel 6: Cavern Lifespring.
Crawler Location
You’ll find a Crawler in Mythril Mine in Chapter 3. It is first encountered in Tunnel No. 1 in the Old Republic Tunnels.
Crystalline Crab Location
Crystalline Crab is located in the Mythril Mine in Chapter 3. You first encounter it in the Northern Quarry – Storage section of the Mythril Quarry – 1st Tier, alongside two Crawlers.
Archdragon Location
You’ll find an Archdragon in the Mythril Mines in Chapter 3. It is first encountered in the Minecart Channel section of the Mythril Quarry – 2nd Tier.
Flan Location
You first encounter the Flan in the Mythril Mine in Chapter 3, shortly after taking control of Barret. You’ll find it in the Subterranean Terrace section of Mine Depths – Lower Layer.
Ogre Location
You’ll find an Ogre in the Mythril Mines in Chapter 3. It is first found in the Minecart Channel section of the Mythril Quarry – 2nd Tier.
Noxicap Location
Noxicap is exclusive to the Lifeline in Peril side quest, which is picked up by speaking to the Mayor of Kalm in Kalm’s Mako Tank Plaza. You’ll find the Noxicap near the burst Mako pipe after helping a certain merc find spare parts.
Midgardsormr Location
Midgardsormr is located in the Grasslands Swamp in Final Fantasy VII Rebirth as part of the main story. If you haven’t encountered it yet, progress the story. If you have fought it and forgot to Assess it, you’ll have to wait until you’ve beaten the main story and Chapter Selection becomes available to face it again.
Mythril Golem Location
The Mythril Golem is found near the end of the Mythril Mine in Chapter 3 as part of the main story, so simply progress until you face it. If you didn’t Assess it, you’ll have no choice but to wait until you’ve completed the main story and unlocked Chapter Selection if you want to battle it again.
Remember that you only need to Assess 16 of the enemies listed above to help unlock Biological Intel: Blinded By Light, so you don’t need to hunt all 23 Grasslands fiends down – unless you’re a completionist, of course.
