Season 2 of Warzone 2 and Modern Warfare 2 was delayed for two weeks so that Infinity Ward could implement substantial changes based on feedback. We finally got confirmation on some of the general changes arriving in Call of Duty, and one of the most important is geared toward loadouts.
There is a lot of change coming to Warzone 2 beyond the loadouts, but much of the information is still hidden and the bulk of the focus was on general features. As we wait, we can look over the changes being implemented to loadouts and even some looting within Al Mazrah.
COD Warzone 2 Season 2 – How Will Loadouts Change?
In essence, Infinity Ward and Raven Software want players to have even more access to loadouts than before. This will also be accompanied by more customization in the form of Perk Packages. These already existed in premade formats, but in Season 2, players will be able to customize their own packages. There will be fewer overall perks to choose from for the time being. Eventually, the full perk pool should be available for use in custom Perk Packages.
The cost of loadouts themselves will also be reduced, along with the price of primary weapons. So not only will loadouts have any perk combination that you want, but they are also cheaper, especially for squads. It was even confirmed that on rare occurrences, players can find a Loadout Drop Marker as loot in the Warzone 2 Al Mazrah map. Mix this with the extra drop marker event and now there are tons of opportunities for a loadout.

On top of the loadouts, loot will also simply revert to the floating style that was similar to the original Warzone. The idea is definitely to streamline the Battle Royale experience and allow players to get the loot or loadouts that they want.
