There are a handful of dungeons in Diablo 4 that are locked despite so much of the map is available to explore as soon as the game begins. The Cultist Refuge dungeon also happens to be locked behind progress within Sanctuary, but I can help you quickly unlock it so you can get the Aspect you need.
Where is the Cultist Refuge Dungeon in Diablo 4?
The Cultist Refuge is located in the Nostrava section of the Fractured Peaks in Diablo 4. You can find it at the top of Nostrava within the cathedral, and the entrance looks like any Cellar you would find around Sanctuary. However, the dungeon won’t be available to enter by default.
To Unlock the Cultist Refuge, you must complete the Nostrava Stronghold in the Fractured Peaks. This Stronghold is located in the southeast section of the Fractured Peaks and is one of the first dungeons you can complete in the game. Beware though, as the enemies are tough and the final boss is even tougher for fresh characters.

Once you complete Nostrava, there is a Waypoint that gets unlocked and turns the area into a small town center. This is also when the Cultist Refuge Dungeon becomes an area you can enter freely. Whether it’s for a quest or a for the Grim Favors, it’s unlocked for completion as many times as you need in Diablo 4.
If you have started the Grim Favors, or you have a quest in the Cultist Refuge without having completed Nostrave, the dungeon icon will be greyed-out and will notify you that requirements aren’t met.
