Either the room you’re currently trying to join is full, and you won’t be able to access it, or the Pokemon that you are looking for doesn’t have a room currently available. However, if you keep clicking the search option, it will put you in the room as soon as one is available. This is an easy way to ensure you get into the room as soon as another player posts one.

If you continue to try and have no luck, it’s best to try and start a room for that Pokemon yourself. This will require you running around to the different Tera Crystals on your map and hoping to find the Pokemon and level you’re looking for. It’s not an ideal solution, but you can try it.
