The first step to finding out how to make this item is going to be finding out how to craft it. To do this, start collecting technology and unlocking new blueprints. Once you acquire the blueprint for Hot Ice, you can start collecting the resources that you need to fix it.

In order to make Hot Ice, you’ll need to get your hands on Enriched Carbon and Ammonium Salt. These items can be crafted manually by combining other items.

To craft Ammonium Salt you will need to gather up 250 Nitrogen and 25 Carbon, both items should be easily accessible on most planets. Once you have these items, craft the Ammonium Salt in your inventory.

Now that you have the Ammonium Salt, it’s time to make the second part of this equation, Enriched Carbon. You can craft Enriched Carbon by gathering up 250 Radon—which is harvested from plants, as well as Atmosphere Harvesters—and 25 Carbon. Combine the two items in the inventory screen and you’ll find yourself with Enriched Carbon, which you can then combine with the Ammonium Salt to make Hot Ice.
