Minerva is only available in Fallout 76 for a limited period each week. She moves her shop around between the main settlements in the game, with Foundation, Crater, Fort Atlas, and The Whitespring being her usual haunts. Once there, her inventory rotates. You will not find the same items each week, so check at least once per week to score rare crafting plans.
