A cultural victory may seem lackluster, but it is an effective strategy to win a game of Civilization 7. With several win conditions available for each player, the cultural victory path is one of the easiest paths to victory. Here’s how to win with a cultural victory in Civ 7.
How to Win Through Culture Victory in Civilization 7


A cultural victory happens when you construct the World’s Fair Wonder, which is available after finishing the Culture Legacy Path. In fact, all types of victories are essentially a path of the game’s Legacy Path.
To achieve cultural victory, you must accumulate enough Culture (the resource) to progress through the Civics tree as fast as possible. Once you build all the unique structures and wonders that give Culture, there are even more ways you can get Culture. Here are some of those methods:
- Adjust social policies to get you additional Culture.
- Spread your religion throughout the world.
- Research Hegemony and use explorers to research buried artifacts.
These methods are almost mandatory to be the first to get all the important Civic nodes. Acquiring Culture helps you progress through the Civics tree, but the Culture Legacy Path objective actually gives you the cultural victory win.

How to Finish the Culture Legacy Path in Civilization 7


The easiest cultural victory in the Culture Legacy Path is through the Modern Age. You must display 15 artifacts and build the World’s Fair Wonder as soon as possible. To do this, rush through the Civic tree and get Natural History to train an explorer.
Build museums and bring the explorers to research artifacts there. Keep excavating, and you’ll eventually find artifacts. Move to the Hegemony Civic and keep researching artifacts using explorers.
The strategy is to establish settlements on almost all continents and use explorers to excavate different areas of the world. Because this cultural path is so easy, the wonders culture objective (Antiquity Age) and the Relics culture objective (Explorer Age) seem redundant.
At the time of writing, the cultural victory path is one of the easiest paths to victory because you don’t really need to build up different cultural aspects of the game to win in the Modern Age. You need to build multiple explorers and rush through those artifacts as soon as possible.
In other win conditions, several things can slow you down. In a military victory, opposing nations may stop you from expanding. If you win against most of them, you must constantly rebuild your army, keep your nation happy from War Weariness, and gain enough gold to sustain the war. This is way harder than a cultural victory, but then again, Civilization is a game where the players can constantly challenge themselves by choosing different paths, regardless of difficulty.
