How to Spawn Fugitives in Rise of the Ronin
To spawn Fugitives on the map in Rise of the Ronin, you first need to meet certain criteria for that Fugitive. Some Fugitives have specific conditions to spawn, which you can check on the map icon for more details. For example, the Miya of Hira Fugitive will only unlock after you complete the “In Search of New Discoveries” Bond Mission in the Edo region. A few other Fugitives spawn only during the Public Order events, so you will have to wait for the events to take place before they become available.
Also, some other Fugitives will require you to face them at certain times of the day. They will only spawn during the day or night, which you can check from their icons on the map. They are marked with an equal sign on the map. You can use Pocket Watch, given by Sakamoto Ryoma, to change the time in the game and spawn the Fugitives you are looking to face.
