If you completed Oliver’s quest, Livestock’s Bane, you’ve likely heard that the innkeeper, Broden, is under the weather and needs help. Head back to Kalm and into the inn, where Broden will be sitting on the bench on the first floor near the stairs. He’ll be happy that you and your gang of eco-terrorists made it out fine but asks for a favor. He wants you to help his friend repair a windmill.

His friend is Mildred, and she’s at the Windmill Settlement to the very north of the Grasslands. If you’ve visited Oliver’s Farm, you’ll just need to head north towards the ocean.

Once there, you’ll find Mildred near the base of the windmills. Speak to her, and she’ll tell you that she’s missing a component to get the windmills going. The item can only be obtained by getting the Transmuter Chip and the necessary parts to make it. Easier said than done!

First, you’ll need to unlock either enough lifesprings or a specific lifespring. I surveyed two Lifesprings before it unlocked for me. The Lifespring that might have triggered it for me was the Expedition Intel 2: Wetlands Lifespring.

Once I surveyed that lifespring, Chadley informed me of a Transmutation Chip nearby.

That Transmutation Chip was at the Bygone Settlement, north of the Abandoned Docks. You’ll be able to unlock three transmutation recipes, including the Windmill Gear recipe, here. Get on your Chocobo and move around the location, then hold the Up button on your D-Pad when a question mark appears. This will cause a blue line to extend from your Chocobo to the buried item’s location.

Once you’ve reached the buried item’s location, press the Down button on your D-Pad to make your Chocobo dig up the item. There are three total, but the Windmill Gear is closest to the cliff wall.

 To make the Windmill Gear, you’ll need the following components:

  • 1 Quetzalcoatl Talon.
  • 2 Iron Ore.
  • 1 Lea Titanium.
  • 5 Beast Bone.

The only item that will likely prove difficult for you to obtain is the Quetzalcoatl Talon. To find this rare beast, you must go South of Kalm, past the pipes to the Cavern Lifespring. Survey this, and you’ll now be able to fight the Quetzalcoatl in the valley to the right of the Cavern Lifespring.

The Quetzalcoatl is a very challenging fight. Go into it with Blizzard or Snow Furry to help pressure it, but be aware of its massive health pool. Once you whittle it down and kill it, it is guaranteed to drop the Quetzalcoatl Talon. Take that Talon and use your item transmuter to create the Windmill Gear that Mildred is seeking.

Speak to Mildred at the Windmill Settlement. The blades will start spinning, and a Materia will drop from the blades. This is a Cleansing Materia, which will let you use Poisona at level 1, Esuna at level 2, and Resist at level 3.

Return to Broden to let him know the job is done. Red will mention that there’s a terrible scent. Broden will have a bit of an episode and then give you a Whistlewind Scarf. Your relationship with Red will also deepen, and you’ll get 300 EXP. Not bad! The Whistlewind Scarf will slightly fill the wearer’s ATB gauge at the start of the battle.
