Once there you can see the building standing tall and proud and can enter it, which is essential to grabbing Fortbyte 76. The diorama you're looking for is up on the first floor above the parking garage. If you're going up the outer stairs then you just need to turn right upon entering the floor to see the diorama. Then it's just a matter of looking behind the display to see your prize.
