In order to unlock New Game Plus, you need to complete the main game on any difficulty setting. Once you finish, you will be prompted to create a New Game Plus save file from which you can continue your next playthrough while carrying over some stats.

To get your stuff in New Game Plus, you will have to get to the third battle in Chapter 2. Before that, only stats for the main character Shez will be carried over after the second battle of Chapter 1 is done.
