The Chief Justice of Fontaine acts as a powerful main DPS in the game, throwing incredibly powerful water torrents at his enemies making for a true upgrade to the Traveler’s finger water gun. The Transoceanic items have been in the game for a while as they’re dropped from Aberrant creatures (underwater enemies), and you might have a few of them if you’ve been exploring Fontaine and haven’t used them on anything else (such as Freminet’s ascension). The good news is that they’re basically everywhere in Fontaine. The bad news is that the items’ drop rates are terrible.

But both his specialty and his boss were only introduced in 4.1, so there was no way to pre-farm for them. It takes from 16 to 23 kills in the Millennial Pearl Seahorses boss to get enough materials (assuming Adventure Rank 55 or higher), and Lumitoiles are scarce in the new areas, so keep your eyes open for these.

Leveling talents will be another problem. Neuvillette requires even more Transoceanic items, so you won’t leave the seas for a while when farming for him. If you’re getting tired of subaquatic shenanigans, you can just buy a few from Paimon’s Shop too.

The good and old Guardian of Apep Weekly Boss is still required to level his talents after you reach Level 6. As long as you have some Dream Solvents, any drop you get from him will work, so don’t forget to keep visiting it every week.

Leveling new characters is hard, but you’ll eventually get there. And seeing how strong Lyney turned out to be, you should definitely give Neuvillette some resources. He’s worth your Gems and your time by his looks alone.
