Nivalis Nights Business Empire Quest Guide
Time to go from vagrant to business mogul.
As you’ll soon discover in Nivalis Nights, life in Nivalis is about as cutthroat as it gets. Inheriting a failing ramen shop drowning in debt is a prime example of that. Just as things look up, however, a CorpSec suit named Agent Teleshko pays you a visit.
Here’s how to complete the Business Empire quest in Nivalis Nights.
How to Complete Business Empire Quest in Nivalis Nights

The Business Empire quest first becomes available on Day 4 (Thursday), after you’ve gotten Ramen Noir up and running with a handful of staff and served at least 20 satisfied guests with the recipes you’ve unlocked.
You also first need to have spoken with Agent Teleshko of CorpSec at least once, and you’ll find him prior to that day hanging out near the railing by your ramen shop. He has blonde hair and a headset with red lenses, so he sticks out pretty well. Upon speaking with him, he’ll mention that he’s there to keep an eye on you and your business, to ensure it’s up to CorpSec’s standards of operation.
Meet Agent Teleshko at the Noodle Bar

On Day 4, Ava will inform you that Agent Teleshko has flagged you for vagrancy, and you’ll need to follow up with him to make things right. Head directly to Ramen Noir in the Meridian Market district, and you’ll find him standing near the stairs to the left of the noodle bar (seen above).
Speak to him, and he’ll remark that it was just to “get your attention” and meet with you sooner rather than later. Further into the dialogue, he’ll bring up something called a LICCY (License to Increase Capital through Commerce), and that the one you have right now is a basic one capped at one business, i.e. – Ramen Noir.

While he doesn’t want to, he’s obligated to give you the opportunity to expand your businesses, and tells you to speak with a proprietor named Brooke Hazard at their business in Lowtown. Make sure you have enough time in the day set aside and take the taxi to Lowtown.
Speak to Brooke Hazard

Once you arrive in Lowtown, walk straight ahead (you may get an ominous transmission from Gamova here, but it’s not pertinent to this quest so ignore it for now). Mind your quest market and keep going until you find Brooke’s Food Mood bodega on the left (seen above). Approach and speak to him.
You’ll quickly find out that Brooke’s license was revoked seemingly for ignoring some “best by” dates on salami meats, and he gets angry that you’ve been sent to replace him and claim his license. However, he then suggests fooling Agent Teleshko with a false story about his dead brother so that he gets to keep his license while you get your own.

Choose any of the dialogue options you want during this exchange, as they all ultimately lead to you back to Agent Teleshko. What matters is how you’ll choose to approach him with this information. With that, return to Meridian Market and seek out Teleshko again.
Meet Agent Teleshko Again

Once you’ve returned to Meridian Market, look for Agent Teleshko, who will be wandering around somewhere in the district (follow your quest marker if needed). Speak to him and it turns out that your ruse with Brooke to fool him is moot, as he discloses that he had someone tail you during the exchange.
So that means blatantly lying to him isn’t the right course of action. At this point, your goal is to improve your professional relationship with Agent Teleshko, so you need to select the correct dialogue options to facilitate that.
From the start of the conversation, choose the following dialogue options:
- “I spoke to Brooke”
- “I think so.”
- “Brooke wasn’t too happy.”
- “So what now?”
- “Some chicanery…”
- “What now?”
- “Wait. I have to tell you something.”
- “Brooke already sold the business license to his brother.”
- “Yes.”
- “Yeah, it was all a scam. He was trying to trick you. No need to thank me.”
If you follow that rubric of choices, Agent Teleshko will commend you for not giving into Brooke’s schemes and you’ll automatically be rewarded with the Cheeseburger Recipe. Now you need to return to Lowtown to deliver the bad news to Brooke.
Return to Brooke

You’ll find Brooke at his Food Mood bodega straight ahead from the taxi station, just as before. Speak to him and choose whichever dialogue options you want as the outcome is the same. With him out of business, you now have a Tier 1 Business Permit you can use to expand your business.
After the exchange, Ava will congratulate you and offer to show you which businesses you can choose from to take over.
How to Use Tier 1 Business Permit in Nivalis Nights

Your Tier 1 Business Permit is your next step up the entrepreneurial ladder in Nivalis Nights, and it’s time to select which business you want to salvage next.
Ava notes the four current options in your journal, while also mentioning that you should choose an Advisor for your businesses going forward. While there is the option for you to pick one yourself, she highly recommends you going with Banor for the role, given his street savvy nature in Nivalis and that he’d take a direct salary rather a percentage of your profits.
Go with her suggestion, and then it’s time to choose your second business from the following:

Which one you choose is entirely up to you, as there’s no real preset advantage to one over the other. If you’re itching to run a second business sooner rather than later, then the Boat Hangar would probably be the choice to make, given that you can unlock The Stacks district fairly early via the Seafaring quest from Salt Pete. You can’t even pursue the other options until you unlock access to their respective districts in the city.
However, opening a second business is no small feat, and a rather expensive one. So getting the Noodle Bar up to speed and running like a fine-tuned machine is your main priority while also taking care of other quests around Lowtown and Meridian Market. Build your assets and reputation up a good bit so that taking on another business doesn’t feel too daunting.

When you do unlock those other areas in Nivalis and feel ready to pull the trigger, simply go to the restaurant’s location and interact with the small touchscreen in front of it. You can view its current assets and price before you decide. Once you do, though, you’re in it for the long haul, so choose wisely.
