Veggie Chili can only be acquired by unlocking the recipe and cooking it yourself. This recipe is locked away in Chayne’s room, an area you can only gain entry to after reaching level three friendship with him.

As soon as you do, he’ll give you a key to enter, and you can head inside to learn the recipe. Look for a bright blue book you can interact with in the room, which can be found sitting on the table. Interacting with the book reveals a pop-up that teaches you the Veggie Chili recipe.

There’s also a chance Sifuu might send you some in the mail, but there’s no way to know when or if this will happen. It’s not a reliable way of getting Veggie Chili, and you won’t learn the recipe when gifted it, so stick to leveling up your friendship with Chayne if you want to regularly cook it.
