Setting up cities is a bit confusing in Endless Legends 2. If you have played other 4X games, it is usually by building a unit specifically for setting up a new city, even in the previous title.

How to Build Cities in Endless Legends 2

The best way to grow your city is not only getting a lot of Influence to spend on expanding the city, but also expanding as many camps as possible and converting those into more cities.

Building cities will be significantly easier in this game than in Endless Legends 1 or other 4X games. You just need any unit, even a scout like a Cavalier, and place them on a neutral territory tile. While selecting the unit, look for the “Found Camp” command.

Set up a camp in the neutral territory using your Influence, and you’ll claim the neutral territory. If it is too far away from your territory, you can still set up a camp. Once the camp is active, select it and you’ll have two options: Attach to a City or Evolve into a City.

Select Evolve into a City, which should cost you quite a lot of Influence. Each faction has a limit on how many cities it can own. Select the Empire Summary (the top-most button on the upper-left corner), and you can see the City Cap below your Empire Approval rating.

You can set up a camp, evolve into a city, and get to your city cap as fast as possible to progress the empire fast.

How to Attach Cities in Endless Legends 2

There are a lot of tricks to expanding your territory. The easiest way is to spend Influence points on a city to claim neutral tiles one by one.

The most efficient way is to set up camps in neutral territories and attach them to your city. They give you more tiles for way less Influence. As mentioned before, you can select the camp and choose Attach to a City instead of Evolving into a City. You must keep the camp near the City to attach it.

You only have a limited number of attached territories available per city. Your maximum number of attached camps is equal to the current level of the city hall of that city.

It is also worth noting that attaching a camp to a city turns it into a Ministry. Ministry, when compared to a camp, just allows Foundations and Districts to be built on the tiles, giving more supplemental yield of resources to the city.

The best strategy for expansion is to mix up your territories and even build towards strategic resources on the map, since you’ll also need to build a camp to claim those resources. Manage your armies so you have the mobility to go to different territories quickly.
