The prompt for the first activity is “Stop Higgins’ recon efforts. Stop any Black Tusk street activity.”

The solution for the prompt is to complete three Black Tusk open world activities. It can be any open world activity, so long as the faction behind it is the Black Tusk. Different regions are taken over by the faction each week, but West Potomac Park always has at least one Black Tusk activity ready.

The hint for the second activity is “Reports suggest that Higgins is operating out of a location recently taken over by Black Tusk.”

The answer to the second riddle is to complete one Invaded Mission. Specific missions get picked each week to be invaded, which means the Black Tusk faction takes over the mission instead of the normal faction. The mission is slightly different and marked on the map with a red mission marker icon.

The hint for the third activity is “Eliminate Carl ‘Eagle Eye’ Higgins.”

The solution to the third activity is to complete the Carl “Eagle Eye” Higgins bounty. Go to the Bounties tab on the map screen and select the list of bounties from the West End region. The bounty is called Carl “Eagle Eye” Higgins and is set to Hard difficulty. It can be easily completed solo with a good build.
