The hint for the third activity is “The civilians need help getting back on their feet.”

The solution to the third activity is to complete two friendly open world activities. These are green icons on the map that randomly appear near reclaimed control points. These activities include Rescue Operation, Supply Drops, and Target Practice. You may have to reclaim all control points in a region for them to spawn, though this challenge can be done anywhere on the map.
