Choosing either Turtwig, Chimchar, or Piplup during the It’s About Time and Space Special Research in Pokemon GO will provide you with slightly different rewards during the first stage of the research. It’s not a significant difference and really comes down to personal choice.
Choosing Turtwig Will Provide the Following Rewards in Step 1/4

Completion Rewards: 3 Piplup Candy, 3 Piplup Candy XL, and 3000 XP.
The following three research tasks are determined by whether or not your original event choice was the Pokemon Diamond or Pokemon Pearl version, as you will face an encounter against the version’s Legendary – Dialga or Palkia, as well as additional Candy and XL Candy for it. The starter choice only dictates the rewards for the first steps rewards. But, it does provide 3 Candy and 3 XL Candy of your choice. This is useful if you have a quality starter already that you want to invest Candy into, as that would be a solid choice. As for me, I have a perfect Chimchar, so it was an easy choice as to which path I wanted to take.
