While it’s unknown if the primary way to find it will be stumbling onto it by chance at Pokestops, you’ll have plenty of time to catch it. Currently, if there’s a Kecleon at a Pokestop, it will stay there for 2 hours. So, if your friend in your local area happens to see one, rush over before it runs away.

As for whether or not you can catch a shiny version, you can… but only in one place. You’ll need to attend the Pokemon GO Tour: Hoenn in Las Vegas. At this event, you’ll have a chance of encountering this sparkly Pokemon.
