How to Create Your Trade URL on Steam to Take Trade Offers
First things first, you must set your inventory privacy to Public. You do this by opening your own Profile on Steam and opening “Edit Profile” from the right side of the screen (under your Level).
From there, go to “Privacy Settings” on the left edge of the screen. There, you should find the Inventory option and toggle that so that it reads “Public”. (Your profile might need to be Public as well!).
Now, move back to your Inventory on Steam. On the right side, you will see the gray-blue button “Trade Offers” which you should click.

Now, in the new menu, hit the “Who can send me Trade Offers?” option on the right side.
