You’re looking for the man in a big hat underneath the marquee of the building. So, any photos you take of the iconic building won’t be what you need. You can see a photo of the man and his hat below.
Once you take a photo of this man and his hat, you’ll be all set. This is by far the Photo Op I had the most trouble with. Why is it not Radio City Music Hall but this man in a hat instead? Who’s to say, but I’m still mad about it.

To take photos in Marvel’s Spider-Man 2, you need to swipe up on the Touchpad to activate the camera. Then, hold L2 to focus your camera and R1 to snap the photo.
The game will indicate with a green border if you have the target in the frame for the picture.
