Yes, Sword Art Online Fractured Daydream has crossplay support, which was officially confirmed in the reveal trailer and by the development team.

The developers have confirmed in their CBT report that cross-platform play will be supported at launch since the team will be using their servers to compensate for multiple players from different regions and platforms. Here are the relevant quotes from the team about crossplay:

Before starting the development for SWORD ART Online Fractured Daydream, Bandai Namco Entertainment asked us if we could make a game that ‘can be played co-op with many players, just like in the original anime’. To achieve that, we needed to have our own servers. So, we created the servers and ran some technical tests to accommodate a large number of players. It was only after we verified that everything was working correctly, that we started working on the development of the title.

Players can team up with 20 players from around the world in 1 of 5 parties comprised of 4 players each for multiplayer co-op. The developers also confirmed that there will be no lootboxes in the game, which is always great to hear.
