The world of Destiny 2 has been changed a great deal with the arrival of Season of Arrivals. This new period of content has provided Guardians with an array of new things to experience and collect. How to Get Exotic Cipher in Destiny 2
One guaranteed way that players can get an Exotic Cipher is to level up their Season Pass for Season of Arrivals to tier 55, which will reward you with one of these extremely rare items.
Guardians will also find that they have a chance of getting an Exotic Cipher from playing Raids, Nightfalls, Crucible matches, Gambit matches, and the Contact public event on Heroic difficulty. There is also a scarce chance that you can get one of these items as a world drop but do not hold your breath considering the high level of rarity that these items possess.

Once you have gotten one of these items, you can then spend them at Xur to purchase a second fated engram or at Master Rahool, who will allow you to purchase exotics from previous seasons.
