The prompt for the first activity is “Speak with Manny Ortega at the White House.”

The solution for the prompt is to talk to Manny at the White House. This is actually the first step to unlocking the seasonal manhunt, so there is no clue beforehand. This is required and gives a mission marker point for Manny’s office. Simply walk up the lobby stairs to the second floor of the White House and Manny’s office will be on the left. A cutscene will play and the first step will be completed.
