The 16th week for the manhunt for Theo Parnell in The Division 2 holds the final three riddles to solve by completing activities in the game. Here are the Theo Parnell Scout 16 manhunt riddle solutions in The Division 2.
Theo Parnell Scout 16 Manhunt Riddle 1 Solution

The prompt for the first activity is, “I used to hate this place. Named after a President with an awkward legacy, a place of commerce and exploitation. I guess, the plaza was named after the right President after all.”
The solution to the hint is to complete the Jefferson Plaza mission on any difficulty. It can be done while the region is invaded, but players should simply complete the mission on Normal difficulty to get it done even quicker.
Theo Parnell Scout 16 Manhunt Riddle 2 Solution

The hint for the second activity is, “There’s so much to do here, so much to see. Hit the streets, Agent.”
The answer to the second riddle is to complete three activities in the Southwest District. While roaming around the region, complete any three of the question mark activities, Public Executions, and even control points.
Theo Parnell Scout 16 Manhunt Riddle 3 Solution

The hint for the third activity is, “Okay, last thing. I promise. Someone’s been following me. I need you to take them out before we can meet. Sorry, this isn’t really a riddle, just you know, a call for help.”
The solution for the third riddle is to complete a Bounty in the Southwest District. Like last week, simply find a randomly appearing Bounty activity within the region and complete it. If one does not appear quickly, players can complete a Public Execution activity to get the mission. Finishing every week’s riddles will unlock the Shades of Red mission to earn the Provocator exotic gear piece.
