Before you can communicate with memory bubbles, you’ll first have to speak to a knowledgeable NPC. They’ll tell you all about the bubbles and how they came to be, and you’ll meet them after finishing the tutorial and progressing a bit through the main story.

Which character teaches you about memory bubbles? Herta! You can find Herta in places like the Storage Zone’s Gallery of Shadow or near her office in the Master Control Zone.

After interacting with a memory bubble and visiting Herta, you’ll see a dialogue option inquiring about the “strange bubbles at the space station”. Choose this option to hear details about them, including some extra lore bits about light cones.

Following this conversation, you’ll be able to communicate with the blue bubbles to view the memories contained within them. While you won’t see your character touching it with their forehead like Herta described, the screen will darken, allowing you to focus on the memory’s description. You’ll gain some credits as a reward, making it worthwhile to collect these as you see them!
