Once you join the student council, you’ll be met with Hidetoshi and start the Emperor Social Link in Persona 3 Reload. Attending meetings is the way to increase its rank, but you also need to know exactly what to say to him.

Persona 3 Reload Emperor Social Link Guide (P3R)

You automatically start the Emperor Social Link on 4/27 when Mitsuru enrolls you into the Student Council (without asking you first, of course). After the first meeting, you meet Hidetoshi Odagiri, who represents the Emperor Arcana. You can join the meetings on Mondays, Wednesdays, and Fridays, except on weeks before tests. The Student Council Room is right in front of your classroom, and Odagiri will occasionally stand in front of it.

Like all other Links, you should always bring a Persona with the Emperor Arcana (such as Forneus or Oberon) to get extra points from every answer. If you don’t, increasing to the next rank will take longer. If you see the “I feel like I might grow closer to Odagiri soon…” message, you’re guaranteed to level up during the next meeting.

Completing the Emperor Social Links allows you to fuse Odin, one of the most powerful Emperor Personas available. If you played other versions before, you might be happy to know that he now learns Thunder Reign instead of Thor, making it even better in Reload.

Hidetoshi goes a long way in learning how to properly communicate and trust others, and while his Link isn’t anything exceptional, it’s quite okay overall. Emperor Personas are prominent during the mid-game, so this is a great Link to focus on those stages after you’re already done with other earlier ones, such as Magician.
