In my experience, Counterfeit Cash only drops from North Korean soldiers in the Deadtown location of the map, and only occurs if the Order is active.
This is the area of the map where you are directed toward earlier in the Order, which informs you to gain control of a UAV Tower in the area, and to eliminate enemies marked by the UAV.
To ensure you meet all the requirements, the best approach is to make sure you keep the UAV active and eliminate any North Korean soldiers in the area, and it shouldn’t take long to secure the drop you need.
If you find there is a shortage of enemies, wait in the area until an enemy vehicle spawns, as DMZ regularly keeps AI enemies in flow to ensure there are no areas that go completely dead.
