Zhongli was first introduced during a quest called “Farewell, the Archaic Lord” which took the Traveler to Liyue Harbor. It was there that you’d meet him along with Childe/Tartaglia. Then, in December 2020, Zhongli became available as part of the “Gentry of Hermitage” wish banner. To be clear, I did get him around that time, but I was quite disappointed that I didn’t prioritize leveling him up. But, that was then.
