Misdreavus evolves in Pokemon Scarlet and Violet when exposed to a Dusk Stone. You just have to use the Dusk Stone on Misdreavus, and it will evolve. Misdreavus does not have to be a specific level for the Dusk Stone to work.

Dusk Stones are a bit of a rarity in Pokemon Scarlet and violet, so you’ll need to do a few things to ensure you get one. First off, there is a Dusk Stone reward for capturing 130 Pokemon in the Pokedex. This can be accessed by going to your Pokedex and clicking the X button to open the rewards menu. Once you have 130, you’ll be given a Dusk Stone.

You can also sometimes find Dusk Stones for auction at the Porto Marinada. The auctions change daily, so if you don’t find it immediately, you’ll need to check back later. Keep an eye out, and you’ll eventually find a Dusk Stone.
