The location of the lock pick is found during the mission where players must restore power to the subway station at the power station. You will come across the central control room. Head outside and go down the staircase that will be to your right. Go around the corner and head down the path in front of you. Until you run into a deceased individual with a box sitting on him.

A cutscene will play. Once the cutscene is over, you will be able to click on the box in your inventory and move it around until a prompt appears.

Click the button prompt, and the box will open up, revealing the lock pick.

Players will then be able to use this item following your discovery of it to open up the door that will allow you to progress in the mission and open up any locked things you find in the future.
