The 2013 Xbox Live Update for Xbox 360 Public Beta kicks off soon, and you can sign up directly through your game console when you see the prompt on the main menu.  You need to sign a non-disclosure agreement (NDA) before participating in the program.

Beta slots are filling up quickly, and once it reaches capacity, it’ll be closed for good.  So if you wish to take part, sign up.  It is free, so you won’t have to worry about using your precious points.
